IT Manager, Architecture

 

Founded in 2002, the Nuclear Waste Management Organization (NWMO) is a not-for-profit organization tasked with the safe, long-term management of Canada’s intermediate- and high-level radioactive waste, in a manner that protects people and the environment for generations to come.  

The NWMO has been guided for more than 20 years by a dedicated team of world-class scientists, engineers and Indigenous Knowledge Holders who are developing innovative and collaborative solutions for nuclear waste management. In 2024, the NWMO selected Wabigoon Lake Ojibway Nation (WLON)-Ignace area as the site for our Deep Geological Repository for used nuclear fuel.

 

This decision means our office and staff will, in the future, be relocating to Ignace, ON, and the DGR will be situated in the Wabigoon Lake Ojibway Nation-Ignace area. Infrastructure planning and development is underway to support this transition and ensure that both the community and our employees are well-served and supported now and in the future.

 

IT Manager, Architecture

Job Summary:

Reporting to the IT Director, the IT Manager, Architecture will be accountable for leading the development and execution of business plans to support the overall IT systems architecture and data/information management requirements at the NWMO. The incumbent will be responsible for overseeing the design and maintenance of the NWMO’s IT data management infrastructure, coordinating across the organization to ensure information and data management needs are defined, understood, and managed in a manner that is safe, secure, and accessible to only those that require access to the data/information.  The position will also be responsible for designing, developing, and maintaining the organization’s enterprise architecture framework to align IT systems and processes with business goals. The IT Manager, Architecture will also be a key management interface for the organization’s Enterprise Resource Planning (ERP) system, interfacing with external partners (e.g., collaborative contracting partners), and other parties as required for the efficient and secure transfer and receipt of information.

Responsibilities

  • Manage the development and implementation of a secure and accessible IT data and information management architecture while ensuring full integration with the overall IT and Business Strategic Plans.
  • Manage the architecture and design of robust, scalable, cost-effective, and secure solutions tailored to meet business requirements.
  • Define and oversee the organization’s Azure cloud architecture, ensuring it supports operational and business requirements.
  • Define and enforce architectural standards, best practices, and governance processes.
  • Develop and maintain the enterprise architecture strategy, ensuring alignment with the organization’s vision and business objectives.
  • Interface across all disciplines to understand data/information requirements, accessibility requirements, data residency needs, etc. to enable efficient and reliable data/information access.
  • Identify and interface with technology providers to support the development, security, and operations of the IT architecture.
  • Develop and maintain company-wide information technology policies, procedures, standards, and systems to support the implementation of strategies, as set by the company.
  • Develop risk, quality, security, and compliance processes to ensure the IT program is robust, risk free and properly managed within our governance system.
  • Lead and oversee the development and maintenance of the data/information architecture for the NWMO, consistent with the NWMO’s digital strategy objectives. Participate in the overall development and maintenance of disaster recovery strategies and continuity management plans, and lead preparations to ensure the cloud-based data/information of the organization is secure, sustainable, and appropriately scalable.
  • Ensure the protection and enhancement of systems by implementing and maintaining security controls, including defining access privileges, control structures and resources.
  • Oversee the investigation of security violations and inefficiencies by conducting periodic audits.
  • Recognize problems by identifying abnormalities, reporting violations, and documenting the solutions.
  • Administer and supervise the work of contractors and subordinates, being accountable for output and performance. Assign tasks, setting effective context, specifying quality, quantity, time to completion and resources. Monitor progress and quality, conduct reviews of progress, accountabilities, and output.
  • Prepare work programs including the plan, schedule, and budget for these programs. Ensure programs are implemented regarding schedule commitments and budget envelopes.
  • Develop and manage the control of the Information Technology department budget and report on expenditures as they pertain to the scope of activities.
  • Identify and lead opportunities to improve and update software and systems. Identify, evaluate, and recommend the need for enhancement to existing application systems and for replacement and development of new application
  • systems. Actively participate in all phases and cycles of system design and implementation. Receive and manage the investigation and resolution of user complaints and suggestions pertaining to developed systems.
  • Provide advice and assistance during all phases of a project lifecycle. Report on Key Performance Indicators to measure IT goals and targets. Design, implement and maintain special technological reporting tools in support of decision making and ensure weekly/monthly reporting capabilities are available to track and meet all audit requirements.
  • Facilitate review and training sessions with functional owners and end-user representatives.
  • Build strong relationships with projects stakeholders. Anticipate issues, think proactively, and use critical thinking skills. Develop and improve client processes.
  • Interface with the quality assurance and development teams to confirm that the developed solutions meet our business requirements throughout the organization.
  • Communicate, champion, and promote the understanding of current industry trends and emerging technologies, provide recommendations and options and new features that can be used to enhance business processes.
  • Participate in strategic planning activities; contribute to operational and management planning and decision-making that align with information technology strategic business plans and objectives.
  • Support the development of short- and long-term business plans and strategies to meet company and IT departmental objectives.
  • Provide direction and guidance to departmental staff, establish clear roles and responsibilities and annual performance objectives as well as provide regular performance feedback, coaching and training.
  • Ensure employee health and safety, supporting a strong safety culture and ensuring employee activities meet or exceed the health, safety and environment requirements as outlined in the NWMO policies, procedures, and standards.
  • Perform other duties as required.

 

Qualifications and Experience

  • Requires a BSc/BA in computer science, engineering, or relevant field; Azure Solutions Architect Expert, TOGAF Foundation, Zackman or similar certification; Certifications or information technology designations would be preferred such as Microsoft certification or others. MSc/MA would be an asset.
  • More than 10 years of relevant leadership and subject matter expert experience in carrying out and managing the IT architecture and data/information management requirements of the organization.
  • Experience and knowledge working with ERP systems, applications, products, and databases. Extensive knowledge and experience working with Microsoft Azure services such as Data Factory, Synapse Data Warehouse, Power BI, and other Microsoft Fabric services. Strong working knowledge of operations, administration, management, and maintenance of overall IT functions.
  • This is a management level position requiring occasional extended hours and some travel.  There may be travel required to the siting region as we develop community-based systems and processes. The role may require working evenings/weekends for security incident responses, outages and schedule regular maintenance.

 

Other Requirements:

  • Proven experience as an IT Manager or similar role.
  • Knowledge of TOGAF, Zachman or similar frameworks and methodologies
  • Strong knowledge and experience in information security, with proven ability to identify and mitigate cyber security threats through sound architecture and design.
  • Experience in analysis, implementation and evaluation of IT systems and their specifications.
  • Knowledge and understanding of computer systems (hardware/software), networks, servers, etc.
  • Knowledge of database & systems such as e.g., MS-SQL, Copilot, SharePoint, Intelex and Manageengine etc.
  • Experience in managing and controlling information technology budget.
  • Excellent organizational and leadership skills.
  • Experience in managing information technology staff and building strong relationships.
  • Outstanding oral and written communications and presentation skills.
  • Excellent relationship building and communication skills are key requirements of the role in order to work effectively with decision-makers, with staff at all levels in business functions across the organization and with external stakeholders.
  • Demonstrates a collaborative approach.

Must be eligible to work in Canada and must be able to meet security clearance requirements. 

 

Candidates residing in the Greater Toronto Area: Office Location – 22 St. Clair Avenue East until their role is required to relocate.

  

NWMO currently operates in a hybrid work model of 3 days in the office (Tuesdays being universal) and 2 days working from home.
