Founded in 2002, the Nuclear Waste Management Organization (NWMO) is a not-for-profit organization tasked with the safe, long-term management of Canada’s intermediate- and high-level radioactive waste, in a manner that protects people and the environment for generations to come.
The NWMO has been guided for more than 20 years by a dedicated team of world-class scientists, engineers and Indigenous Knowledge Holders who are developing innovative and collaborative solutions for nuclear waste management. In 2024, the NWMO selected Wabigoon Lake Ojibway Nation (WLON)-Ignace area as the site for our Deep Geological Repository for used nuclear fuel.
Manager, Health and Safety - Field
Employment Status: Fulltime – One (1) Position available
Position Location: Site based at Ignace. ON - 304 Main Street
Job Summary:
Reporting to Director, Site Characterization, the Manager, Health, Safety Field is a key position, responsible for the review, development, implementation and monitoring of the NWMO’s Project Site Health, Safety, Security and Environmental management systems for the project site during the current Site Characterization phase. Site Characterization includes activities such as deep borehole drilling and testing, shallow groundwater well installations and monitoring and other site investigation activities. The successful candidate will be responsible for ensuring the overall safety of staff, visitors, and contractors and the protection of the environment during field work programs. The Manager, Health & Safety, Field will ensure compliance with the Project Site HSSE governance, legislative requirements, collective agreements, regulatory industry standards and alignment with NWMO’s vision, mission, and values.
Responsibilities
- Promote a Safety Culture by ensuring appropriate policies and procedures are in place for Site activities and adhered to by all staff, contractors, and visitors of the project site and encouraging timely tracking and reporting, hazard / risk assessment and follow up actions necessary to always ensure a safe work environment.
- Review and maintain NWMO’s project site occupational safety policies, procedures, and standards to ensure activities are carried out consistently across the organization.
- Work proactively with managers and other key staff to establish and maintain a program of continuous improvement.
- Ensure that all relevant personnel are involved in HSE risk assessments prior to any work activity commencing, and that procedures are available, understood and that any identified control measures are implemented. and detailed records are maintained using the appropriate forms.
- Provide guidance and assistance to Site Manager and the Director, Site Characterization on resolving health, safety and environmental management requirements that may have impact on the workforce or the environment.
- Investigate and resolve health and safety complaints and grievances.
- Ensure compliance with collective agreement (CA) health and safety provisions and provide support and input on related CA provisions.
- Provide staff with comprehensive and relevant information and training on Health, Safety and Environmental management systems and procedures, specifically those relating to the project site.
- Manage and provide training to contractors and employees; ensuring they are trained and competent to take on their roles.
- Support site training requirements including sourcing, procurement, and delivery as required.
- Ensure all incidents, regardless of severity, are reported, investigated, and that appropriate corrective and preventive actions are taken.
- Undertake the planning and implementation of emergency response drills and other evacuation procedures, e.g., in the case of a forest fire and as part of the NWMO’s Emergency Plan.
- Ensure that appropriate records are maintained in compliance with Federal and Provincial legal requirements and regulatory standards such as ISO, CNSC, CSAO, OHSA.
- Design and deliver training sessions related to activities requiring safe work practices.
- Participate as required to the Joint Health and Safety Committee and Emergency Response Teams as it related to siting activities.
- Stay up to date on health, safety and environmental protection legislation and industry best practices advising management of key developments and areas for change/improvement.
- Liaise and coordinate with Site Manager, and organizational functions to ensure drills and emergency response training is organized at project operated warehouse facilities, and that building issues and concerns are resolved.
- Implement and manage a Project Site HSSE Observation system to report low level observations to both resolve issues and to provide leading indicators for Project tracking.
- Implement and maintain a site HSSE observation reporting program.
- Liaise with organization occupational health and safety, and security functions for SME inputs.
- Review the content and quality of generated HSSE forms and provide feedback to workers where needed to maintain quality.
- Perform other related duties as required
Qualifications and Experience
- Bachelor’s degree in a related field of study such as Environmental Engineering, Construction Safety, Occupational Health and Public Health or Human Resources.
- CRSP an asset.
- Minimum 10 years progressive experience in occupational health, safety and environmental management with a specialization in site based implementation and management strategies.
- Experience in the energy sector or other highly regulated industry an asset.
- Practical experience implementing and managing field health and safety and environmental compliance programs on site investigation / construction projects.
